Technical and Vocational Education and Training (TVET) institutions are increasingly expected to go beyond technical skills provision. Today, they play a key role in responding to labour market demands, supporting vulnerable learners, building partnerships with businesses and communities, and contributing to local socio-economic development.
To support this transformation, the VET4 Social Impact partnership has developed a new Self-Assessment Tool for TVET providers and local development organisations in Egypt and Palestine.
Developed under Work Package 2, the tool aims to strengthen the capacities and long-term sustainability of TVET ecosystem actors by promoting the adoption of an entrepreneurial mindset.
Based on the European Training Foundation’s Conceptual Framework for Entrepreneurial Centres of Vocational Excellence, the tool enables institutions to assess their current practices, identify strengths and improvement areas, and define concrete actions for development.
Unlike traditional evaluation tools, the VET4SI Self-Assessment Tool is designed as a participatory reflection process. It brings together management teams, teachers, administrative staff, learners, and local coaches to engage in a collective dialogue on entrepreneurial development.
Four dimensions for institutional growth
The tool is structured around four key dimensions:
Organisational Practices
Examining how entrepreneurship is integrated into institutional strategies, leadership, monitoring systems, digital transformation, and revenue generation.
Teaching and Learning
Assessing the integration of EntreComp competences, experiential learning, Sustainable Development Goals (SDGs), entrepreneurial practice, and career guidance.
Products and Services
Focusing on innovation, applied research, market-oriented services, incubation opportunities, and consultancy activities.
Ecosystem Development
Exploring collaboration with stakeholders, networking, work-based learning, and external communication strategies.
For each indicator, organisations assess their performance across three stages of development:
1. Foundational
2. Developing
3. Mature
This framework helps institutions understand their current stage and define the next steps towards improvement.
A flexible and context-driven approach
One of the key strengths of the tool is its flexibility. Institutions can include additional indicators to reflect local priorities and specific initiatives, such as supporting vulnerable youth, promoting women’s employment, fostering community innovation, or strengthening cooperation with local enterprises.
The implementation process is supported by local coaches and follows a collaborative methodology. Each organisation forms an internal assessment team, completes the tool, discusses the results, and develops a Reflections Report.
This report highlights strengths, identifies priority areas for improvement, and sets out an action plan for institutional development.
More than a diagnostic exercise, the Self-Assessment Tool serves as a roadmap for learning, innovation, and sustainable institutional change.
By supporting TVET providers in Egypt and Palestine to become more entrepreneurial, VET4 Social Impact contributes to stronger VET-business cooperation, more inclusive services, and greater local impact—especially for vulnerable groups such as women and young people.
In doing so, the project helps institutions not only teach entrepreneurship, but also act entrepreneurially: listening to community needs, working with partners, improving services, and creating lasting social value.
