Continuous improvement is a fundamental characteristic of entrepreneurial Centres of Vocational Excellence. To support TVET institutions in assessing their current practices and identifying opportunities for future development, the VET4Social Impact project has successfully implemented its Self-Assessment Tool across participating organisations in Egypt and Palestine.

Developed by CARDET, the VET4Social Impact Self-Assessment Tool adapts the European Training Foundation’s Entrepreneurial CoVE Self-Assessment Framework to the objectives and context of the project. The tool enables vocational education providers to evaluate their institutional capacity across a range of entrepreneurial dimensions, encouraging structured reflection and evidence-based decision-making.

The implementation process began with an online webinar held on 26 March 2026, during which approximately 30 stakeholders from Egypt and Palestine were introduced to the assessment methodology. Facilitated by CARDET, the webinar presented the structure of the tool, explained each stage of the assessment process and provided participating organisations with practical guidance for carrying out the exercise within their own institutions.

Following the webinar, organisations interested in participating formally registered for the activity and appointed a local coordinator responsible for leading the institutional assessment process. In total, 12 organisations expressed their interest, with seven organisations from Palestine and five from Egypt committing to implement the tool.

Each participating institution received the complete self-assessment package, including the assessment instrument itself, implementation guidelines and supporting documentation. Throughout the implementation period, CARDET and the local project partners remained available to provide technical guidance and respond to any questions raised by participating organisations.

The activity concluded with 11 organisations successfully completing the full self-assessment process, including six institutions in Palestine and five in Egypt. Each organisation prepared a reflection report summarising its findings, strengths, areas for improvement and priorities for future institutional development.

The outcomes of these assessments have been consolidated into Deliverable D2.2, which brings together the reflection reports from all participating organisations alongside the complete customised assessment framework used throughout the activity. The deliverable provides valuable insight into the current state of entrepreneurial capacity within participating TVET institutions while also establishing a common foundation for future institutional development.

Beyond producing individual institutional reports, the self-assessment process encouraged participating organisations to engage in meaningful internal dialogue regarding leadership, innovation, collaboration, stakeholder engagement and organisational strategy. By creating opportunities for structured reflection, the activity has strengthened institutions’ ability to make informed decisions and develop long-term improvement plans aligned with the principles of Entrepreneurial Centres of Vocational Excellence.

The implementation of the Self-Assessment Tool represents another important step in the VET4Social Impact project’s mission to support more innovative, collaborative and resilient vocational education systems capable of responding to evolving labour market needs and generating sustainable social impact.
